Poverty eradication and rural development are at the center of the government’s economic and social development policies. The Village Development Fund (VDF) has been used as an important strategy to increase access by the rural poor to financial capital. This paper reviews the development of the VDF in Champasak province, Lao PDR and assesses its operation and management, especially the structure, management rules, operation, and performance aspects, and is supported by interviews with the VDF management committees of two districts in the province. The results show that the VDF has expanded gradually over the past few years. The management was generally satisfactory. However, main problems encountered related to ethical issues and the good governance of management personnel. Through its policies, the VDF contributes to social development in the villages. This requires not only management skills and experience to optimize business and social goals, but also knowledge and understanding of the members to accept a flexible or relatively moderate rate of return on deposits. The non-performance of loans, as observed, was mostly caused by failures in crops or livestock raising. Hence, to sustain the VDF in Champasak province, it is important to widen the capacity development by increased campaigning on the basic knowledge of the principles and concepts among the members and on ethical development and good governance among the members of the management and advisory committees. To avoid non-performance of loans, it is essential to reduce the risks from investment in agricultural or non-agricultural activities. This requires more support from the public sector to ensure the efficiency and sustainability of the village development fund. |

In total, 269 animals (225 buffaloes and 44 cattle) were examined for the presence of Salmonella in mesenteric lymph nodes, caecum, abdominal and diaphragmatic muscles. The proportion of slaughtered buffaloes and cattle identifi ed as positive for Salmonella was 6.69%, with 7.11% in buffaloes and 4.54% in cattle. The highest proportion was identifi ed in the Houayset (9.67%), followed by the Nasaykham (6.25%) abattoir, and the lowest proportion was found in the KhanGneng abattoir (5.37%). No Salmonella was found in the Houayphek abattoir. Only 3.25% (22 of 676) of all samples collected were identifi ed as contaminated with Salmonella. Out of 22 isolates, four serotypes and three untypable Salmonella-attributed to serogroups B, C and E, were identifi ed. S. Weltevreden accounted for 45.45% (10 of 22) of the total isolates, followed by S. Brunei 22.72% (5 of 22) and S. 8,20:-:- 13.63% (3 of 22), while a similar level of 4.54% was found for S. Typhimurium, S. Bovismorbifi cans, S. 4.5.12:b:- and S. 8,20:y:- . The results indicated that slaughtered buffaloes and cattle sampled in this study served as sources of Salmonella in humans. Hence, slaughterhouse surveillance of Salmonella and other food-borne diseases is needed in order to prevent Salmonella from reaching foodstuffs meant for human consumption. |

Yost สื่อสิ่งพิมพ์:pdf AbstractLow yield of soybean in the Lao People’s Democratic Republic (Lao) have been reported, where soil acidity could be one of the limiting factors affecting crop growth. In Champasak province, Lao, the effect of lime application on soybean production was studied on two acid upland soils, which varied in their chemical and physical properties. The NuMaSS software predicted that lime was needed and that the soil at the Bachieng site needed more lime than the Hoythakoune site. The results illustrated that liming had beneficial effects on soybean. The highest grain yields of soybean at the Bachieng and Hoythakoune site were 2,206 and 2,102 kg ha-1 compared with the control treatment, which yielded 1,462 and 962 kg ha-1, respectively. The results of the study indicated that lime had a strong effect on increasing soil pH, from 4.4 to 5.3 and from 4.7 to 6.0 for the Bachieng and Hoythakoune sites, respectively). The appropriate liming rates for soybean production at the Bachieng and Hoythakoune sites were about 1,710 and 550 kg CaCO3 ha-1, respectively. An economic dominance analysis indicated that the net return from liming was very high for both the Bachieng ($ 402 ha-1) and Hoythakoune ($ 503 ha-1) sites. |
